This plugin allows you to prevent users from downloading XFRM resources until they leave a message (visible, that is, moderated and not deleted in a "soft" way) in the topic of the resource discussion.
Bypass permission can be set for groups in specific categories of resources.
The restriction does not apply if:
- The user is a guest and has the permission to download the resource
- The user is the author of the uploaded version of the resource
- The user has the permission to bypass this restriction
- If the resource does not have a discussion topic
